The invention has a technically advanced technique for controlling a rolling mill and a technical advantage of effectively suppressing a sheet velocity fluctuation due to a fluctuation in the radius of a tension reel that winds out a material to be rolled on the inlet side of a rolling mill or a tension reel that winds up the material to be rolled on the outlet side of the rolling mill.
